The first can't be changed to any significant degree, but the blood responds to continuous oxygen demands by simply carrying more red blood cells. (Just staying at an elevation 1.6km (~1 mile) higher for two weeks the body responds by creating approximately 1 million more red blood cells.) Athletes can increase their bloods oxygen capacity by doing more intense cardiovascular training. Like running multiple 40, 60, 80 and 100 meter dashes. And maybe throw in a one or two 200 meter dashes. But that might be too much work for today's athletes.
