All players have to play 1 mandatory ATP250, so best players are going to the Event that pays more than the others. I just checked Novaks atp250's, He always plays at Doha, Qatar, and He never played in Final. Qatar managed this year to get Novak, RAFA, Berdych and Ferrer to play for $200.000 for tournament winner. Of course Novak and RAFA are there mainly because of the great bonus

Not entirely true, this is only his second tournament in Doha.
He plays Doha last two years as his base camp for A.Open preparation is in Dubai for last 2 years.
So Doha is good place to get ATP 250 from his list
