I suspect a lot of players lack the ability to change some aspects of their game because they lack the ability. Especially anything that calls for changes related to raw athletic ability.
Tactical? Sure. Federer changed his tactics at the end of his career. Backed off the pace of his first serve in order to get more in. Tried ending points quicker to save energy. Tried rushing the net more. All higher risk tactics that don't work consistently against the top players.

Federer was past his prime and had taken to a higher risk game of backing off his first serve and getting more in and ending points as quickly as possible by hitting a winner. So that gave Djokovic, who has won of the best ROS in the history of tennis, a slight advantage. Federer played a remarkable game for someone past his prime and on his way out. Most favored Djokovic to win and he did. So no big surprise.
