How is Alex De Minaur seeded 9th when he is ranked 8th in the world? And others ranked 9th seeded above him in 5th (Rune), or ranked 12th and seeded 7th (Tiafoe)?

This isn't even about actual ranking deciding the seeds vs current ranking deciding the seeds, because De Minaur was ranked 8th already before the draw for this tournament, and Tiafoe was ranked 12th, but currently 14th.

Anyone have any ideas?

The rankings used to determine seeds are not live rankings, it's usually rankings from couple of weeks ago before the tournament is set to begin, de minaur was ranked 13th few weeks ago and rune was 8th and due to Carlos, sinner, djoko...not participating, then Rune finds himself seeded 5th instead of 8th and same fo de minaur he is seeded 9th...
